Since Europes shift towards diesel, refinery margins have been supported by strong middle distillate prices in a long term high crude price environment. This has resulted in record high prices at the pump. Europes refiners are also subject to targets of 0.1% in heating oil in 2008, 10ppm in diesel from 2009, and increasing parts of the tanker market moving to 1.5% fuel oil since 2006. Combined by emergent export markets such as Russia and the sowering of crude oil, global trends are forcing refiners to assess their margins whilst producing the most desired product mix.
