The Electric Reliability Council of Texas board approved adding an administrative real-time settlement point price floor of negative $251/MWh, after learning ERCOT staff was behind the measure. Nodal Protocol Revision Request 385 was approved with an 11-3 vote with one abstention at Tuesday's ERCOT board meeting. The protocol revision would help alleviate the negative impact on generators when they cannot come offline fast enough during times of congestion. Those generation resources seem to be inequitably harmed as real-time settlement point prices can drop to extremely negative values, which are unnecessary to send the proper price signal, according to the NPRR's background material. In November, NPRR 385 was endorsed by the ERCOT Technical Advisory Committee with an 18-5 vote but with six abstentions, causing some ERCOT board members to question whether the protocol revision was a wise idea, especially since ERCOT staff initially did not fully support the item. However, ERCOT CEO Trip Doggett told the board Tuesday that staff was now in support of NPRR 385. The ERCOT board also approved, in an 11-2 vote with two abstentions, extending the contract period for the 30-Minute Emergency Response Service pilot program. The pilot began in July and is in the process of its second contract period (October through January).
